Seoul Metropolitan Office of Education said it will push to revise the relevant rules to allow all middle and high school students to dye or perm their hair -- a practice which is largely banned in Seoul schools -- starting next year.

The 19th World Knowledge Forum (WKF) is taking place at Jangchung Arena Shilla in Seoul from October 10 to 12 and is expected to welcome around 3,500 delegates.
